Governor Positions Puerto Rico as a Key Player in the U.S. Manufacturing Sector Before the White House

April 2, 2025 – La Fortaleza, San Juan, Puerto Rico – Governor Jenniffer González-Colón continues to take decisive steps to secure Puerto Rico’s pivotal role in the nation’s supply chain and manufacturing sector, identifying opportunities within President Trump’s public policy on tariffs.

In line with this initiative, the Governor sent a letter to Peter Navarro, White House Senior Counselor for Trade and Manufacturing, with whom she maintains a strong working relationship, to highlight Puerto Rico as a prime destination for manufacturing.

Governor González-Colón outlined the substantial progress her administration has made to strengthen Puerto Rico’s role in the resurgence of U.S. manufacturing. In the letter, she proposed four strategic collaboration opportunities aligned with President Trump’s long-standing vision for U.S. industrial sovereignty.  The Governor also invited Navarro to the island to witness firsthand local industrial capabilities and the significant opportunities to enhance the United States’ manufacturing sovereignty through Puerto Rico’s unique advantages.

"Puerto Rico Economic Development and Commerce Secretary Negrón-Reichard and our economic development team stand ready to coordinate all aspects of your visit, including meetings with key industry executives, the private sector, and tours of strategic facilities," stated the Governor in her letter.

The four proposed opportunities for collaboration outlined by Governor González-Colón in her letter are:

  1. Including Puerto Rico as a dedicated component in the Administration’s strategic manufacturing policy, particularly for pharmaceutical and medical device production.

  1. Developing targeted incentives for companies relocating production from China, Mexico, and Canada to economically disadvantaged parts of the United States, including Puerto Rico, as a secure domestic alternative.

  1. Accelerating federal approval processes for manufacturing facilities on the island, particularly those addressing critical supply chain vulnerabilities.

  1. Directing federal agencies—such as the Department of Defense, the Department of Health and Human Services, the Department of Veterans Affairs, and the Department of Homeland Security—to source pharmaceuticals, medical equipment, aerospace components, and defense goods from domestic-based manufacturers, including Puerto Rico.
