Ernesto is a licensed attorney admitted to practice law in Puerto Rico, the District of Columbia, the U.S. District Court for Puerto Rico, and the U.S. First Circuit Court of Appeals. He is a Public Policy professional with significant experience in the negotiation and implementation of Public Private Partnerships (“PPP”) within the government of Puerto Rico. From 2011 to 2013 Ernesto acted as In-House Counsel to the Puerto Rico Public Private Partnerships Authority (“P3 Authority”) in the procurement, development, award and implementation of the PPP contract to finance, operate, maintain and improve the Luis Muñoz Marín International Airport PPP, a deal that reached financial closing on February 2013 and is valued at $2.6 billion dollars – this is the first PPP under the FAA’s Airport Investment Partnership Program, formerly Airport Privatization Pilot Program.

Ernesto re-joined the P3 Authority from 2017-2019 as a P3 Manager in charge of the implementation of the Puerto Rico Public-Private Partnerships Act of 2009, as amended. Prior to joining the P3 Authority as P3 Manager, Ernesto worked for Ernst & Young Puerto Rico as an Analyst for the Tax Department in the compliance and readiness efforts of the Value-Added-Tax on multinational corporations doing business in Puerto Rico. He also aided on Sales-and-Use matters to mayor retailers on the island, including but not limited to the representation before the Puerto Rico Treasury Department and the preparation and filing of Grants to Tax Exemptions pursuant to local legislation.

He obtained a JD from the Pontifical Catholic University of Puerto Rico and a BA in Economics from Northeastern University in Boston, MA.
