Washington, D.C. - The Puerto Rico Federal Affairs Administration Director, Juan E. Hernández, reiterated its objection to today’s House Natural Resources Subcommittee hearing “Examining procedures regarding Puerto Rico’s political status and economic outlook.” More than a month ago, the García Padilla Administration requested for the hearing to take place after July 1 so that the full attention of Puerto Rico’s executive and legislative branches could be focused on passing a budget and addressing the Commonwealth’s economic crisis. Puerto Rico moves on to the second phase of HUD’s National Disaster Resilience Competition

WASHINGTON, D.C. – Puerto Rico Federal Affairs Administration (PRFAA) Director Juan E. Hernández announced today that Puerto Rico was selected to move on to phase two of the National Disaster Resilience Competition (NDRC) of the U.S. Department of Housing and Urban Development (HUD). HUD has compiled, for the purpose of this competition of federal funds, one billion of dollars to be requested by the states and the different jurisdictions affected by a natural disaster in recent years. These request are done by presenting proposals for resilience to natural disasters in said communities. (more…)

NOAA awarded $597,000 for the operation of Jobos Bay National Esturine

Washington, D.C. – Puerto Rico Federal Affairs Administration (PRFAA) Director Juan E. Hernández announced today that the National Oceanic and Atmospheric Administration (NOAA) awarded $597,000 to the Department of Natural Resources of Puerto Rico (PRDNER). These funds are granted with in-kind matching funds of $ 255.643 by the state and will support the operation, research, monitoring, and training activities for a term of 18 months, which begins on October 1, 2015. USDA Announces $ 100 million available in competitive grants for clean energy infrastructure

Washington D.C. – Puerto Rico Federal Affairs Administration (PRFAA) Director, Juan E. Hernández, announced today that the U.S. Department of Agriculture has $ 100 million available in competitive grants for investment in infrastructure projects for the distribution of clean energy, which will provide more alternatives for consumers in the United States and Puerto Rico. These funds are provided under section 5 (e) USDA’s Commodity Credit Corporation Charter Act. Through the Biofuels Infrastructure Partnership (BIP), the USDA funds, which are awarded in competitive grants and matched with the respective jurisdictions and private contributions, will test innovative ways to deliver high blend renewable fuel. PRFAA complies with Law 66 and generates savings

Washington, D.C. – Puerto Rico Federal Affairs Administration (PRFAA) Director Juan E. Hernández, sent the agency’s budget to the Legislature today, with cuts at every level.

The recommended consolidated budget for the 2015-2016 fiscal year for the operations of Puerto Rico Federal Affairs Administration , including the special allocation of the Regional Office of Florida and representation expenses of the Resident Commissioner of Puerto Rico, amounts to $ 3.88 million. This means a net decrease of $ 409,000, or 10%, in comparison to the current budget. (more…)

Director’s remarks on reduced funding for Medicare Advantage program in Puerto Rico

Washington D.C. – “As part of my efforts to advocate on behalf of the beneficiaries and avoid cutting funds to Medicare Advantage program in Puerto Rico, I met twice with Andrew Slavitt, Administrator of the Center for Medicare and Medicaid Services (CMS) and Sean Cavanaugh, Deputy Administrator of CMS. The first of these meetings was March 18, 2015 –before the deadline for issuing the report of new tariffs- and I was accompanied by Ricardo A. Rivera, Director of ASES. In the second meeting I was with Congressman Luis Gutierrez, on May 21 2015, before the final decision to make cuts to the program. (more…)

Before the U.S. Senate measure authorizing over $10 million for construction at facilities of Fort Buchanan

Washington DC. – Puerto Rico Federal Affairs Administration (PRFAA) Director Juan E. Hernández reported today that the U.S. Senate has under its consideration the bill S.1376 (National Defense Authorization Act), which includes the allocation of $612 billion to subsidize the operations of the Department of Defense and Department of Energy for the 2016 fiscal year. On this project, the Committee of the Armed Forces of the Senate, chaired by Sen. John McCain (R-AZ), introduced a report that supports the allocation of $10,200,000 for the construction of new facilities at Fort Buchanan supports. (more…)

Project requested by PRFAA that seeks to procure more federal funding is approved

Washington, DC – Puerto Rico Federal Affairs Administration (PRFAA) Director Juan E. Hernández today welcomed the approval of House Bill 2129, which clarifies the ban on transporting open containers of liquor in motor vehicles.

According to Hernández, the bill approved yesterday in the legislature of Puerto Rico is necessary, not only for obvious reasons of road safety, but also so no federal funds are lost, something he has been insisting on for almost a year. (more…)

NGA includes Puerto Rico in seminar on new business models in the energy market

Washington DC. – Puerto Rico Federal Affairs Administration (PRFAA) Director Juan E. Hernández announced today that Puerto Rico is one of the five jurisdictions that was selected to participate in the National Governors Association (NGA) “Workshop on New Business Models in the Energy Market”. This seminar, to which membership is attained through a nation-wide competitive process, will be conducted in the month of June. Moreover, the workshop will help Puerto Rico acquire vital information about the many alternatives that exist to address situations resulting from the change in the markets and the relationship of its effects on the economic vitality and public services.
